By ship size
The headline counts every sailing once, so a 100-passenger river boat weighs as much as a 6,000-berth megaship. The by-passenger figures weight each sailing by its ship's lower berths instead. Ships of 1,750 berths and up carry most of the berths on sale, so they set the by-passenger index almost on their own.
